Want to Pay Your Bill by Credit Card? Now You Can!
The District currently accepts cash, check, cashier check, money orders, Visa and Mastercard. We can take your credit card payments over the telephone, in person or you can use our online payment system.
Pay Your Bill Online
The District now offers a free service allowing you to view your account information and pay your sewer bill online. The secure UBPayments service lets you view your account history and billing information and pay your bill using Visa or Mastercard. This service is free, but you must be using a web browser that supports "JavaScript", such as Netscape 4 or newer or Internet Explorer 4 or newer.
Getting Started
- Click on the Online Utility Payments link.
- Using a recent bill for reference, fill in the first name and last name of the account holder and the exact customer number as shown on your bill.
- Enter an e-mail address you would like receipts mailed to, and choose a login name and password that you will use to access your utility account. (Hint: if you can’t think of a good login name, use your e-mail address so that it’s easy to remember).
- If the account information matches your records, you’ll be told that you have signed up and can now log in.
- Once you log in, you can view your account information by clicking on the tabs near the top of the screen labeled "Quickview," "Account History," and "Account Information."
- Click on the "Messages" tab to read messages sent by the Clark Regional Wastewater District or click the "Options" tab to change your password, e-mail address, or other information about your online account.
- To pay your utility bill, click on the "Quickview" or "Account History" tab, and then click on the "Pay Now" button to begin the four-step process:
- Choose how much you want to pay
- Enter your credit card information
- Review
- Complete your payment
NOTE: If you choose to pay your bill via Visa or Mastercard, you will need to enter the credit card information into the system each month. At this time, we are not offering recurring credit card payment options. However, you can sign up for recurring direct debit payments from your checking or savings account.

District Opens New Door for Quality Restaurants
In April, the District took another step towards enticing quality restaurants into the area. The District adopted a new customer class for “quality restaurants.” This customer class will effectively see a 31% reduction in connection charges and fees over other restaurants. A 150-seat quality restaurant would see approximately $25,000 savings in connection charges and approximately $1,500 annual savings in monthly service fees.
Clark County defines “quality restaurants” as full-service eateries with turnover rates of one hour or more. They generally require reservations and aren’t open for breakfast. While some do offer lunch, all serve dinner. “This new class means that the District offers one of the most competitive fees for quality restaurants in the county” said Shawn Moore, District Engineer.
The District estimates “quality restaurants” generate 31% less wastewater, measured in Equivalent Residential Units (ERUs) than other restaurants. One ERU is the amount of wastewater generated by a single family home. Within the District, high turnover and fast food restaurants are charged 1 ERU for every 12 seats, compared to 1 ERU for every 17.4 seats for the newly established “quality restaurants.” By comparison, the cities of Vancouver, Ridgefield or Battle Ground charge a high turnover, sit-down restaurant 1 ERU for every 6 seats. “You have to look deeper than the published charges and rates; you have to look at how they are applied to that particular customer,” said Moore.
For some time, the District has offered the most competitive sewer services in the area, something not well known in the community. Historically, the south end of Hazel Dell has paid the lowest rates in the county for sewer service. Any restaurants looking to locate south of 78th Street, along Hazel Dell Avenue or Highway 99, today will pay roughly 70% less for their sewer connection than elsewhere in the District. The District is committed to providing quality and efficient wastewater services to the community. This new customer class recognizes the unique characteristics of “quality restaurants” and shows our commitment to expanding the boundaries of service for our customers.
Updates for Low Income Senior Discount
Senior homeowners age 62 or older occupying their homes year-round have updated income limits to meet to qualify for the District’s low income, senior discount. Based on the current Federal Poverty Guidelines, a household of any size who is at 125 percent of the guideline, or $17,112, qualifies for a 35% discount. Households between 126 to 200 percent, or $27,380, of the poverty guideline are eligible for a 20% discount. This is a greater benefit over 2007 providing both a higher reduction, as well as a broader income range in which to qualify.
Seniors qualifying for the discount will need to present the following information.
- Last year’s tax return. If an income tax return was not filed, then a letter of non-filing from the IRS (first-time applicants only).
- Valid picture ID with birth date (first-time applicants only).
- Copy of last year’s social security income statement.
Seniors, who are currently receiving the discount or have received the discount in the past, but did not qualify for the 2007-2008 discount, will automatically receive a letter and application packet by mail during the month of May. All others may call to request an application packet or come by the District office.
